Snow shovels
Tokyo sometimes gets heavy snow. It usually doesn’t, but it can happen. Snow shovels are not a common sight, but as you can see, they are available. The Tokyo Metropolitan Government has no snow removal budget or equipment. So, when we do get heavy snow, citizens just clean snow off their property by pushing it into the street where it is left to melt - which it usually does in a few days, but not before making for some absolutely treacherous walking conditions. The situation is completely different in the mountains and in the far north, though, where Japan receives some of the heaviest snowfall on planet Earth. There is a nickname for the mountainous countryside, the Snow Country, or “yukiguni.” The northern city of Sapporo even has a Snow Festival for one week every February, somewhat similar, I suppose, to the Winter Carnival in Quebec, Canada.
