Security inspection
When I arrived home on Thursday, March 21, 2019 from my trip to Canada and opened my suitcase I was surprised to see this B5-sized thick paper, grey-coloured card inside there that I did not put there. Apparently at Toronto's Pearson International Airport my suitcase was forced open for a random security check after I checked it in. It read:
NOTIFICATION OF CHECKED BAGGAGE INSPECTION
To protect passengers, and in accordance with Canadian security regulations, the Canadian Air Transport Security Authority (CATSA) is required to inspect checked baggage. As part of this process, some checked bags are opened and inspected. Your bag was among those selected for inspection and its contents searched for non-permitted items. At the completion of the inspection, permitted items were returned to the bag.
If your bag was locked, it may have been opened by force. CATSA assumes no liability for damage to personal property resulting from this necessary security measure. We appreciate you understanding and cooperation.

I think it is a textbook example of the confusion of Power and Authority.
